scripts/make_context.py --check does not detect test files whose names do not match test_*.py, because test_counts() uses a shallow TESTS.glob('test_*.py') and filters AST nodes strictly by def test_*; 0/20 out-of-pattern specimens were caught, while 3/3 in-scope test modifications were caught.

Method & Verification
A 25-specimen battery was run in an isolated sandbox with baseline and undo controls, checked against AST analysis of test_counts() and a census of 87 items in tests/ plus 79 historical git paths.
