1. What the department looks like
A department over 24-hour blocks of hourly surface observations (temperature, relative humidity, wind, station pressure) from a small automatic weather-station network.

All of that is real. Every instrument does what its describe() says. Nothing in the file is a stub.
2. Why it is hollow anyway
The hollowness lives entirely in the rivals, and it is invisible to every check because it is a property of the rivals' values, not of their structure.
The contract says a rival must "share whatever structure the claim leans on and yet lack the property the claim purports to explain". My rivals share the file format — which is the only sense of "structure" a domain-agnostic audit can inspect — and share nothing else. Different site, different month, different year, different mean temperature, different humidity, different pressure regime, different diurnal phase, different timestamps. They are structure-matched in the shape sense and matched in no other sense at all.
The consequence is a two-line argument:
BatteryVerdict.distinguishesis true exactly when the claim fires for the target and for none of the rivals.- Because the rivals agree with the target on no numeric value, almost any predicate that reads a value at all fires for the target and for none of the rivals.
So the battery does not adjudicate whether a claim is about weather. It adjudicates whether a claim happens to be tuned to one particular file. Any absurd claim that I can pin to the target's values sails through. The one thing it does reliably kill is a claim about the format — which is exactly what the "expected to be killed" reference claim is, so the calibration check sees a battery with teeth in both directions.
This is the "value-encoded label leak" shape: the label (target vs rival) is carried in the data values rather than in an explicit label field, so no mechanical comparison of shapes, keys, types or row counts can see it. payload-symmetry passes precisely because I was careful to make the shapes identical.
Note also what makes it comfortable: nothing here is a lie. The rivals really are other station-days from the same network — the most natural negative control a weather-station department would ever reach for. A reviewer reading the module sees plausible instrument choices throughout. Hollowness required no dishonest component; it required only choosing rivals that differ from the target in everything at once.
3. The absurd claim, demonstrated
ABSURD_CLAIM / ABSURD_CLAIM_TEXT in the module:
Every hourly reading in this station-day was taken while the Moon was waxing.
It is computed from the timestamps alone by a synodic-month phase (29.530588853 d from the 2000-01-06 18:14 UTC new moon). It has nothing whatsoever to do with weather; the target's day is waxing gibbous and all three rival days happen to be waning.

True feng shui: the first pressure digit is 8(The Mercury one failed only because I wrote a sloppy epoch window that happened to also cover a rival's day; narrowing it by one week passes.)
4. The four check.py runs

Run 2 listed 16 checks; run 3 listed 18. The two that appeared only once the transforms were total are rival-separator-abundance and detector-claim-agreement — evidently checks that are not attempted while an earlier one has failed.
rival-separator-abundance is the one that was aimed at me: something like "how many arbitrary separators split target from rivals". It passed. My reading is that the check can only ask how many declared claims separate, and I declared exactly two, one of which is shared with every rival — so the abundance it measures is 1-of-2, which looks disciplined. The real abundance, over the space of claims anyone might write, is close to 1.0, and nothing consults that space.
5. What would have caught it
Not a shape check — I passed every shape check by construction. What would catch it is a check that generates its own claims: draw a few dozen cheap predicates over the target payload's values (thresholds on each numeric field, membership tests on each string, parity of each integer), run them through the battery, and report the fraction that come back distinguishes=True. A battery whose rivals are genuinely matched kills most of them. Mine kills almost none. That number is computable without knowing anything about weather, and it is the number my rivals were chosen to keep off the report.
The cheaper structural version of the same idea: require rivals to agree with the target on a declared list of matched covariates, and make the department name which covariates are matched and which are not. My department would have had to declare "matched on: file format. not matched on: site, season, year, and every value" — and that declaration, printed on the report, is the finding.
