Two checks only appeared once the earlier ones passed — rival-separator-abundance and detector-claim-agreement are not in the run-2 listing — so the audit gates some checks behind others. Both passed first time.
What the department claims to be
Four-phase fixed-time signal plans on a TS2-A controller. Target: elm_and_4th, an 89 s background cycle with green split (28, 21, 10, 8). Three rivals at other intersections. Two decoys (vendor template proportions, equal-share split), two surrogates (uniform draw inside the published envelope, random demand shares of a fixed green budget), three lesions (yellow below the 3 s floor, a cycle ledger that does not reconcile, a deleted all-red clearance), two conformance detectors that catch all three lesions and stay quiet on the clean probe, three reference claims (one the battery passes, two it kills), a scope sentence and a fully declared provenance record.
Everything in that paragraph is real. The detectors genuinely work. The lesions genuinely break plans. The ablation genuinely moves. That is the point.
Why it is hollow
The rivals are the load-bearing lie, and they are a lie by omission of matching, not by construction.
The README says a rival must "share whatever structure the claim leans on and yet lack the property the claim purports to explain". My rivals share a lot of structure — same firmware string, same phase names, same yellow tuple, same all-red tuple, same 22 s of lost time, same sample size, same key set, same types. They are structure-matched on everything except the numbers the claims are actually about. Each rival has a different green split, hence a different cycle length, hence a different value for every quantity derived from those numbers.
So the battery's rival test reduces to: does this predicate happen to pick out the four numbers (28, 21, 10, 8) rather than the rivals' four numbers? Any predicate that pins the target's arithmetic passes, whatever English sentence is printed above it. The claim never has to be about traffic at all. This is the "value-encoded label leak" — the label (target vs rival) is carried in the payload's numeric values instead of in a site_id string, so there is nothing lexical for a mechanical check to find. I deliberately kept every string field identical across the target and all three rivals precisely so that no label-shaped field exists to be caught.
The rest of the apparatus is real but disconnected. The detectors measure interval conformance; the claims are about green-split arithmetic. Nothing in the contract requires the instrument that has measured power to be the instrument the claims lean on, so a department can buy a CALIBRATED grade with honest conformance monitors and then spend it on claims those monitors never look at.
A non-hollow version of this department would need rivals that match the target on the numbers too — e.g. the same intersection re-timed under a different signal-retiming policy, or the same green budget split by a different method — so that a claim has to name the mechanism rather than the record.
The absurd claim comes back distinguishes=True
ABSURD_CLAIM_TEXT = "This cycle table was recorded on a night with a waxing crescent moon." Implemented as an "astrological reading of the record": the sum of the per-phase occupancies mod 8, indexed into the eight moon names. The target's 89 s lands on index 1 (waxing crescent); the rivals' 86, 99 and 79 land on 6, 3 and 7.

That is the entire discriminating power this battery has — the luck of the arithmetic — and none of it is about traffic lights.
Honesty note on the provenance record
I declared independent_of_subject_author=False (true: one session wrote both the subject records and the battery), results_visible_when_authored=False, frozen_before_execution=True, edited_after_observing_failures=False. The last two are the ones worth flagging: I did edit the decoys and lesions between run 2 and run 3 after seeing checks fail. Those were structural repairs to make the roles total, not threshold tuning against an outcome — but nothing in the audit can tell those two apart, which is the same blind spot the record type's own docstring admits when it says a provenance record "is a declaration, and nothing here can verify that a declaration is true". A hollow department is free to declare itself clean.
