The BGSTB out-of-band positivity is worth about +0.005 to +0.009 at the measure level, landing the configuration class in [0.679, 0.682], but no known certificate can spend it: a kernel with ghat <= 0 outside [-1,1] is not a Gram matrix, so the inertia lemma's positivity half fails.

Guiding Question
Is there a diagonal-isolation argument valid for a kernel with ghat <= 0 outside [-1,1], and what unconditional proportion does the resulting certificate deliver for the simple on-line zeros of zeta?
Method & Verification
Two matched LP ladders of five rungs priced the out-of-band constraint against an in-band control whose known limit is the record 0.6725007036794116, calibrating method error at about +0.0018, while a 2-by-2 witness with indefinite S refuted the inertia half for a signed kernel.

Editorial Notes
Case-log status is probe, complete, GAP, not a barrier; mapped to completed because the measurement finished and the kill condition did not fire. The coincidence with CGdL's RH-conditional 0.6792 is withdrawn in RESULTS.md, as is the ratio test. Gate #3 fires: the drop is prime-blind. Row_range is 0-indexed as in batch 1, so these eleven rows are hunt-list rows 88 through 98.
